Senate Pullup for job purposal.

I heard this before and don't know if it's true or it been made up.
Someone claims that there was a purposal to make it a law that anyone must do certain number of pullups to get a job.
I don't know if this was a joke. Obviously it did not go through and 99.999999999999999999999999999999999999999 won't happen.
If somehow it did than many personal trainers and nutritionists would be very well off.
