When doing hanging knee raises (or full leg raises, if you can), whats the best starting position: a normal hang, with the body perpendicular to the ground or first raising the knees to a paralell position, and notletting the knees drop below this line? It seems that with the knees raised, it isolate the stomach ( rectus abdominis) from the hip flexors. Maybe I should do both, what you think? I´ve tried It and with the knees raised seems more dificult.

if you use momentum doing it from perpendicular will be easier but with proper form(no momentum) it is much harder starting from perpendicular position than the 90 degree postion

I always vote for the greatest range of motion. You're using abdominals and hip flexors either way, so I'd rather get the most bang possible. Actually, I almost always either go knees-to-elbows or as high as possible with legs locked straight.
